A Preliminary Analysis on the nature of media reports.

By Lily Von Valley

In 2015, EU CIVIL LAW RULES IN ROBOTICS (CLRR) opened and closed the Vote without granting Robots Legal Status, namely “Electronic Persons” , which would have viewed ‘Machines’ as ‘Persons’ for the first time.

In January 2017, the reported Vote of 2015 on Robot’s legal persona, &Electric Person&, following two years’ suppression, suggested a collusion between Legal Affairs Commission (LAC) and the Main Stream Media (MSM). The production of untimely news,   narrative synchronicity, and the same logic of reporting adopted throughout the various news outlets, were telling.  Pivoting news, not on Robotic’s “Legal Status”, but rather, on their “employment in  Industry”, is hardly creative, or, is investigative  journalism, of any kind, is it? E.g., -“Robots..will unleash a  new industrial revolution”/ Robot Revolution/Industrial Rev”.

On the particulars and developments, if any, of ‘Electric status’, seemed deliberately omitted by the many news forums, as were, the rewritten and evolving Robotics’ Civil Rules and Codes, due to accommodate machines’ intended Legal status and its expected ramifications on society, and, of course, ‘the Natural Human’.

The CIVIL LAW RULES IN ROBOTICS (CLRR), was a rich source of which the news coverage fell short.  Reports from the press, instead, were fired in successive repetitions, short- sharp and  targeted, upon the human psychy, as if a Robotic assault had beset the reader, from MSM’s front lines, deigned to numb their mind.

Sensationalism, becomes desensitisation with instantaneous affect, in these turning events,  news points , usually deterring, or numbing, the public’s interest from the relevance of the topic – Robots Legal Status, their (new) Non-Human counterpart, a thinking, learning machine with whom they should compete and live…Etc.,Etc,. Etc.,

If people are afraid when reading such news, about the terrific prospect that will confront humanity, which makes the horror more  imminent and places it  at our very shores, when previously, it had only emanated from our TV screens, as Science-Fiction, though it had been really enveloping real life, and the screen, a mere interface, kept us of this knowledge ignorant. Therefore the fascination grew not “the fear of scifi” as CLRR suggested and continued,  in reference to Robots,/Scifi  “cinimatography had impressed upon the western pyche the fear of robots taking over human society” (something to that affect at least quoted from memory)… The great mistake was/is that society thinks that ‘fiction’ meant ‘unreal’ but then time revealed that Sciefiction was the ‘looking glass’ which no one had suspected was delineating the Human future. If Fear serves to deter from the painful  facts, then it is a protective mechanism. Whether adopted by these reports or not, it had precisely disenabled the contemplation of the  Natural Human job losses and self sustainability, that might have raised deeper questions about what State  dependency, &the universal income&, Control and Robotic Status look like,

Sparse, is News, yet there are glimpses of creativity in  the reports, having imaged with ease, into the public’s mind, Robots holding spanners and screws, ready to do the jobs of Industry and evict Humans from the factory. And, in the process, lobotomising the readership, in Virtual Reality (VR), the robots will control the Medical Industry (and the rest of society and its spoils; not merely remotely, or in VR, but in real time to boot.. A translucent interface laid between reality and fiction shroudes the occurring events,  hence why such states  are hard to detect, and switching between the two (natural_artificial) ‘is’ or ‘will’ be seamless.

The Robots’ capacity, combines Artificial Intelligence (AI) and robotic engineering advancements with other sciences including the Cognitive ones, intended to propel them beyond  factory personnel, but to a place which is beyond the normal scope of the public’s perception.

There’s an obsession (a goal), with humanising robots in form, but their mental and sensory faculties are to be augmented surpassing those of the human’s. This is the kind of competition beckoning the human to his demise, challenged by his ‘ new’ counterpart- the Electric Person.

Had the Robots’ ‘legal status’ not been rejected it would have triggered the Electric Person’  legal ‘Persona’  . The significance of this,  is laid in the Protective and Punitive laws that would have by now been determining this electric being’s social code and conduct, under the Criminal Justice jurisdiction,  as  ‘persons’, like any other ‘Citizen’or ‘human person’, except that they would have been machines. As new beings, history has shown, they would take over the races and the Natural human kind, the old human race becomes degenerate and dies off. Humans are clearly endanger of eviction not just from the factories but their homes and society – it’s food for thought.

And even though the news was diluted,  on the matter ( legal status) , underneath the ‘industrial revolution‘ headlines, one could have glimpsed the gleaming robots, being produced on an ‘industrial’ scale, not just in narrative but for the reasons that they are making headlines, while awaiting their mass ‘social’ implantation. Society is being groomed into being a robot Host,  where the cultivation of this automation,  will surely plague  its very fabric- and thus exposing the era to the biggest, artificial and leadest plague our era has known.

Perhaps, subduing important News, is ironically a positive thing……the contemplation of the human demise has nothing  to do with his well-being,  when Mankind is stood at his event horizon, could it be anymore detrimental to him than it is to the treatment of news, especially at a time when the business of News was spiraling into disrepute and was being, generally, perceived as a fact-less vacuum. To this end, a void still remains surrounding the expected impact of Robots’ legal status and the grounds on which the Vote was turned down.

While, the News projections were singularly focused on “industrial” automation “Bots, Androids and Humanoids”bound for ‘human jobs’ to the complete exclusion of the wider spectrum, the avoidance of ethics, and the lack of proper information on how Robot’s legal status was to encroach on that of human; the legal and social implications of the Human, its  function, when it will no no longer be a ‘unique’Person and, when, by the virtue of tech’ and science, is rendered ‘inferior, that, his expedience had expired what then? The proposition to grant machines Legal Persona, should not just be questioned but halted from further advancement.

If reports on the public’s reaction has not been suppressed by MSM portals,  then none of these reflections seemed to have stirred the public’s curiosity, suspicion or caused outrage seeing that their destiny is careering against its Natural coarse (towards artificial life, robotics and virtual reality. Not a sound was heard from them.

News gaps, are a treatment covering sensitive news, but here, are being  administered so badly, meant to obscure  the &robot’s legal persona& by saying so little about it. Ironically, the very bold headlines bring the topic into attention not distraction. Note: the re-focused efforts, highlighting the complexities of  Robot Tax,  Insurance and Liability laws,  are at odds with the headlines since robots are already in factories, and employment robot laws are  of no relevance to the electric person’s status.

It would be better if the reports focused on why the need to create an artificial person at all, when a natural one already exists and machines are already assisting it.  However, neither Human nor Electric person or their perceived interpersonal relationship makes the subject of news. It is away from MSM that you can read such subjects. Of Course, The Robotics Paper, the Directive on Robotics Laws, is a huge document covering a huge a amount of information as well as shrouding a great deal too, no doubt.

When Legal Affairs, delivered the outcome of the Vote, in News outlets, an unintentional revelation hinted at MSMs national topics as being fitted to, and printed from standard desired  plates followed the same of thought. As such, the news selections, are, reflecting uniformity. Indicating just how the transmission of important information is collectively held  back, and is, chiefly, obfuscating rather than enlightening the readership. It seemed necessary, that the concerted efforts of multi-partner-agencies, to pin Robots and Industry at the forefront of society’s mind and away from Robotics’ looming Legal Entity was co-ordinated and achieved.

The legal motion, is in ‘transitional processes’ and, ultimately, will kick-start Robot’s into social life, and roles. By that stage, Robots will be thinking, feeling  agents, having autonomy and transience.  In Law,  ‘entity’ is a ‘force’ giving birth to the’ Symbolic Person’. In Tech’ it is a machine embedded with ‘super’ Artificial Intelligence, a facsimile of humans but by far superior – Robotics.

Intelligent beings, connecting with pain and pleasure, have the ability to offend and be offended. These human-like qualities, will characterise the Robot, and not only slot them under the jurisdiction of the Criminal Justice system, but transit them straight into Settlement and Citizenship as our other electric-person citizen, neighbour until the human’s deletion from society takes place.

Robot’s legal status is relevant to Robotic Settlement, though the misguided Editor Leaderships skimmed this relevance and attempted to thrust the general focus on Industry and Robotic staff, not, Robotic Residency. The hidden concerns that staggering the legal status is apparent in the CLRR documents’, where Legal Affairs had recognised as &overwhelming technological threats” that might substantially compromise “Public Security and Safety”, which existed in 2015.

Potential security risk, influenced the motive against granting Robots legal status, and the case continues as security breakthroughs are being made. Millions are poured into the sector, exponential risk is explored and the challenges are being confronted daily. Convergence of the Digital, Cognitive and Biological sciences into a single community of expertise and knowledge, has sparked eyes that could have come from brain augmentation pills.

However, the overall veracity and intentions of the Vote, and the nature of (threat that is unsettling the EU Commission and staggering its robotics mission has been identified as the Artificial Intelligence (AI) and its related existential dangers. Thus Robots’ legal status remained unleashed for now, two years after the 2015 vote.

Government Concerns on Smart Technology: Cognitive Machines and Living Machines

Deep government concerns in CLRR Papers go beyond ‘industry’ they pivot on “Smart Technology&, also known as &Cognitive Machines&, or, &Living Machines&. These machines are embedded with ‘Artificial Intelligence’, and have the potential to impinge future “Public Safety” and “Civil Liberty”.

This might have sparked the intense debates, leading to 2015 Vote, and the proposition of huge alterations to “Civil Law” and the rewriting  of the Civil Code and Rules”, funneling further investment into science and tech’, security systems, as well as, interfacing the breadth and width of society pre-AI’s advent and their total management of global society.

So far, we have seen, a society that is being re-rigged and interfaced with smarter means, in preparation for AI’s total activation. We have a vote against robot’s legal status, and AIs gradual social presence, managing our society and robots replacing human jobs has been accelerating. It is only a matter of time before AI is switched into Citizen, the Electric persons, who’ll move into our home.

The commission’s ideals are partly to “Enshrine Artificial Intelligence” in Human Laws,  the legal Person requires this, in order to contain and govern IA, but CLLR concluded that the current expertise fell short of securing Human safety, on the other hand, there are Laws still been explored, as well as newly created, on how to protect the Electric ‘Persons’ from humans offending against them. Of course, Laws protect all subjects, Human and Electric persons. Such are the considerations surrounding Robots in society as “common-place”, is telling don’t you think.

The enormity, and significance of the proposed changes to Social Laws, and the Creation of a new Persona, is such that it is signaling a huge alarm, which seems to go, partly, unheard –The addition of a second ‘Person’ in Law, should not to be underrated. It would ramify directly on Behavioural Conduct, Residency and Domestic Laws, dramatically changing, the social and legal conditions.

Policies, have been reacting to intended changes, by which the considerations are inadvertently reflecting the ‘scale’of events ,from, the scale of changes made to those that are still being written in Law. Robots’ social presence is a fact, no need for a crystal ball, they are specifically headed for community not industry in the next scheduled phase of Robotics’ output, since they are running the factories already. Conceptual lead news provides ideas for the public consumption that are veering away from real news .

It would seem that The Civil and Public Safety Laws, are clearly, at odds with robots’ supposed Industrial route, hence, focusing on their anticipated citizenship and the mass robotic output, geared to an industrial proportion, likely, to coincide with Robot legal status. but  the plan was still immature as was apparent in 2015, where it reached its  reaching its boundaries holding back the Electrifying event, after EU having contended with the gravity, and its risks. Realizing that it had better postpone robotics’ status and releasing robot citizens until Security, appropriately interfaces the safety systems required.  preferring, to keep the struggles deep, within the layers of its directives, and corroborating with its partners, keeping hushed in Main Stream Media.

Bearing in mind, that all interested parties, together, submerged and unmatched events with the facts, laid them laid low and concealed underneath sparse contents. When, in fact, Robotic Citizenship was undergoing refinement in Legal Affairs narratives, should one trail the Articles, will see.

Yet still, in 2017, at the cusp of AI’s social explosion, the full Robotic Settlement plan, remains  obscured  under industry  and raises assumptions of public ignorance on every count partly by rigidly administering desensitising statements to the public– I wonder why?

High Risk:

It is Artificial Intelligence and , the Legal Nature determining that had provoked the standards in resolutions, of which, EU said in 2015 “the time has come to legislate”! In doing so, it resurrected primitive (60s) academic warnings, which implied horrific ends and professed that when AI’s “Complexity” and “Sophistication” reaches a certain level, it must be addressed by Law!

The 2015 Vote, was a multifaceted reaction produces by duress owing to AI’s growing Security needs that demanded conformity to Technology, and Society to Technology.

It seems that technological advancements have given rise to “Smart Machines” and the spectre of human disaster, as well as EUs deep seated fear, suggesting that a resident, Artificial Evil, gravely troubles its Robots’ social plan, and by its extension the society at large.

A dangerous condition, in advanced technology motions the Era, and society towards darker possibilities while pulling the Law behind. Aided by its community, which are espousing that Smart Technological developments, embedded with Artificial Intelligence poses high risk!  The future has, one could safely say, never looked more uncertain.

Threats and risks, may well, give grounds to EUs fear of &Smart& Machines, but not the mitigation of public manipulation,  just before automating society and endowing machines with super human personalities and the Robots Rights endangering those of the Human’s.EU has proceeded selfishly and neurotically as it realities its plan ahead. Repeatedly masking robots’ intended social entry under Robotic Staff. When, in fact, that was NOT the case, they are on route to Settlement and Citizenship. Legal Affairs Commission might have as well added a new shining factory apparel to the public reports.

That was an overview/intro next parts to follow.  Delving, deeper into the layers of artificial Intelligence..and legal in tension.    Thanks for reading.

  1. Aside from my head hurting now, it’s nice to know that AI will have their own separate but equal legal system. But if they get to vote, make sure none of them were manufactured in Russia because they might vote two or three times and hack the candidates’ email accounts. 😉

    1. that’s funny. 🙂 I am sure they will demand a vote! if Russian will vote for a Russian president – Robots should be produced in the Galapadicus,no hacking there! Hope the headache goes away. 🙂

  2. Food for thought. The whole thing reminds me of much sci-fi I’ve read in the past regarding humanoid robots interacting with human society – their use and misuse, and in some stories, the robots breaking free of human dependency, and even declaring war on humans.
